This effect is not too difficult to make, but you must pay attention to the steps very carefully to get similar results to what I’ve created below.

Note:

1. Filter located at the top: File | Edit | Image | Layer | Select | Filter | View | Window | Help
   
2. Foreground is located on the left (at the bottom of the tools).
3. Foreground color can be changed according to your taste.
